Between 2005 and 2007, CAD has prosecuted 9 persons for fraudulently submitting false claims for grants under the Skills Development Fund ("SDF"). SDF is established to provide training assistance to encourage employers to upgrade their workers in employable and certifiable skills. The training assistance is only awarded to support part of the course fees for training courses that have been approved.
SDF is administered by the Singapore Workforce Development Agency ("WDA"). WDA approves the training courses eligible for SDF disbursement and disburses claims to training providers and companies for the subsidised courses. WDA conducts regular audits on training providers and companies to ensure that they adhere to rules and regulations governing SDF.
It is an offence to provide false information, directly or indirectly, to the WDA and/or the training providers in the application for SDF grant. In the past, persons had been prosecuted for providing false information in the SDF grant application in relation to:
- trainee’s qualification and educational level;
- trainee’s employment details;
- trainee’s age;
- declaration on payment of Nett Fee by applicant’s employer;
- attendance for the course (for both theory and practical sessions); and
- examination result.
