The Strait Times, Foreigner Who Targeted Japanese Tourists Jailed 

A GANG member who conspired with his accomplices to steal from Japanese tourists and then commit fraud was jailed for a total of three years yesterday.  He was part of a group of four Chinese nationals who came here to steal wallets from Japanese tourists and assume their identities so that they could use the credit cards to buy luxury items.  Qin Jian, 38, a farmer from Guangxi province, admitted to trying to steal $300, a Citibank credit card and a $100 purse from language teacher Kumiko Toba, 31, outside Underwater World in Sentosa on April 14.  Deputy Public Prosecutor Chew Chin Yee said that two of Qin's accomplices - Zhang Huazhou and Lee Wei Zhong, also known as Lao Wai - hatched the plan in China, to target Japanese tourists in Sentosa.
