Police have arrested three men in an operation conducted on 20 Sep 2006 against a foreign syndicate for using cloned ATM cards to make unauthorised cash withdrawals at an ATM in Peace Centre through the close cooperation between the Police and the Singapore Card Security Group.
On 19 Sep 2006, Police received information that members of a foreign syndicate had been committing thefts from ATMs in Singapore using counterfeit ATM cards cloned with data stolen from foreign bank accounts in Europe. On 20 Sep 2006, officers from the Commercial Affairs Department and representatives from the Singapore Card Security Group conducted a joint-operation to look out for the culprits. On the same day at about 6.30 p.m., officers spotted three men in front of a DBS Bank ATM at Peace Centre. Two of the suspects were spotted using two cloned ATM cards to make cash withdrawals at the ATM. The officers then moved in immediately and arrested the three men, all of whom are British Citizens and 21 years of age. They were searched and found in possession of 35 cloned ATM cards, many of which were affixed with PINs.
The three men will be charged in Court on 22 Sep 2006 for Abetment by Conspiracy to Commit Theft under Section 109 read with Section 379 of the Penal Code and Unauthorised Access to a Computer under Section 4 of the Computer Misuse Act. A person convicted of theft can be punished with imprisonment for a term of up to 3 years, and shall also be liable to fine. A person convicted of Access with Intent to Commit An Offence under the Computer Misuse Act can be punished with imprisonment up to ten years, or with fine up to S$50,000, or with both.
